A Russian citizen with an Armenian last name was not permitted to board an Azerbaijan Airlines flight from Moscow to Baku, Azerbaijan, last week because of his ethnic background.
The passenger said that airline management told him “there were instructions from management – passengers with Armenian surnames are not to be registered [permitted to check in].”
The article also notes that Armenians have been refused entry to the country in the past, including last year when an Aeroflot flight attendant with an Armenian last name arrived in Baku after working a flight.

Azerbaijan denies having a policy against ethnic Armenians entering the country, but Azerbaijan Airlines has also said that it can refuse to board any passenger without explanation.
